Reduced Tax Incentive Scheme set to further increase foreign interest in Malta

The Government of Malta has introduced a new Tax Scheme intended to attract more wealthy individuals to relocate to Malta. A new reduced tax rate of 15% has been introduced for those individuals who earn a minimum annual income of just under £70,000 for activities carried out in Malta. For those whose income exceeds £4.4 million the excess will be exempt from tax.

The reduced rate of tax applies for five consecutive years for EU nationals.

The new Income Tax Scheme was introduced at the beginning of 2011 and will complement the existing company tax incentive schemes already in place.

An increasing number of both foreign companies and individuals have relocated to Malta in recent years in order to take advantage of the low tax incentives available. The country has also in place double taxation treaties with over 40 countries with more set to be signed in the near future.

Such tax schemes are expected to further increase foreign interest in the Maltese property market which has seen a renewed increase in demand in recent months. Advertised property prices for sale in Malta have increased in the last 3 financial quarters, with apartments for sale recording the highest increase in the property market.

SmartCity Malta to commence Phase II of multi-million development project

Phase II of the SmartCity Malta project will consist of the development of two office blocks and two exclusive retail blocks overlooking the lagoon.

Fareed Abdulrahman, SmartCity and SmartCity Malta CEO, in a statement said that Phase II was another major milestone at SmartCity Malta following the completion and inauguration of Phase I, the first office block.

"We are well geared for the expected recovery of the world’s economy and confident that Malta will be the hub for ICT/media cluster developments in the Mediterranean region”

Phase II and the subsequent phases of the development will be connected with the existing infrastructure services of Phase I. Phase II is located adjacent to SCM 01, where the landscape is terraced, creating pedestrianised open areas linking retail and office blocks.

"The architectural massing of the development is carefully coordinated to provide knowledge workers with panoramic views of the lagoon and coastline with a maximum exposure to natural lighting," SmartCity said.

Malta International Airport plans ‘further investment’ after €16 million Sky Parks

Malta International Airport plc plans further investment in the environs of Sky Parks, the business centre currently under development adjacent to the MIA terminal.

The €16 million block, which is on target for completion at the end of the summer, is the first “of many possibilities”, Sky Parks general manager Alan Borg said.

“We consider Sky Parks to be Phase One in our plans,” Mr Borg explained. “When the local master plan is finalised, we aim to have the wider Sky Parks site designated as a business area – and an asset to the infrastructure of the south of Malta.”

MIA which owes the business centre operated by its subsidiary Sky Parks Development Ltd was examining a number of options that would house a range of commercial activities.

Meanwhile, civil works at Sky Parks, which boasts seven floors of dedicated office space and food and business outlets, and two underground levels of parking for 160 cars, will be completed by the end of next month.

All will be in place for the planned inauguration in the last quarter of the year, which will coincide with anchor tenant Vodafone Malta’s relocation into the sixth floor penthouse suites and half of Level 5.

“Sky Parks seeks to improve on the business space offering currently widely available on the local market,” Mr Borg added. “All services seek to add value to the working experience of all the teams who will be based here. The services and commercial activity have been allocated and designed to complement the growing retail area on the terminal’s landside which is open to general public.”

The project aimed to stand out on the corporate leasing market with a host of differentiators besides its 100-metre proximity to the air terminal.

Mr Borg said the hi-tech building had been designed to provide convenience and comfort to team members working 12-hour-plus days and travellers on hectic business trips. With panoramic views of the surroundings, tenants would be able to work in offices bathed in natural light, enjoying the benefits of Sky Parks’ location. Sky Parks has been entirely designed and developed to qualify for the UK’s BRE Environment Assessment Method (BREEM) Grade A certification.

New association for property developers in Malta

The Malta Developers Association has been officially constituted, with over 60 Maltese and Gozitan real estate developers signing up as founder members.

Architect Michael Falzon has been elected to head a nine-member council, including one member from Gozo.

MDA aims at bringing the majority of organised private real estate developers under a single umbrella and act as a prominent force in the development of the Maltese real estate sector.

The association is also seeking to promote responsible development and ownership of real estate in Malta through legislative advocacy, educational programs and professional networking opportunities.

At the launch of the association, the MDA released the following statement “The MDA is in favour of stability and the elimination of uncertainty, especially with the issue of building permits. The association is not against increased regulation but against the way such regulations are introduced, catching people unawares”.

The Association has also established a list of Code of Ethics which its members must abide to.

Plans for 'iconic' Corporate Village unveiled

The government, through Malta Enterprise, is launching a call for expressions of interest for the construction, development and management of Corporate Village Malta, a unique urban regeneration project at Mriehel industrial area which will become Malta's premier business district.

Finance Minister Tonio Fenech said that an architectural icon that will also be a leading landmark energy-efficient building, capable of capturing the aspirations of a nation, will be at the heart of the Village.

"Corporate Village Malta sets out to be the embodiment of the Government's Vision 2015+," Malta Enterprise said. "Carrying an investment that is estimated to reach almost €200 million, Corporate Village Malta intends to achieve the vision of excellence by becoming the focal point within the booming central business district in Malta.

"The project seeks to respond not only to government's strategic vision, but also to the window of opportunity that arises from the demand for high quality office and commercial space in Malta - which is expected to grow as the country develops further and expands its services sector."
ME said that Corporate Village Malta will be the main hub of activity for the events taking place during the six months of Malta's EU presidency in 2017. It will also serve as the government's single point of contact for business, with the location of the main regulatory and business support agencies and departments.

While the government is guaranteeing a minimum occupancy of 30 per cent of the office facilities, including storage and archiving, the project development, operation and marketing will be entrusted to the private sector.

The Village will cover 130,000 square metres but have a footprint of only 35,000 square metres on the site of the former Dowty factory and adjoining properties.

Tenants are expected to include organisations dealing with commerce and trade activities, such as those offering fiduciary services, legal services, brokerage and international trade. A proportion of the site will accommodate retail premises to serve the day to day needs of the employees, as well as dining facilities for conferences and exhibitions; leisure and sports; child care and relaxation.

The call for expressions of interest closes on September 3 after which Malta Enterprise will issue a Request for Proposals to the short-listed parties. The preferred bidder will be granted an emphyteusis for 50 years.

Works are projected to start in 2012 and be finalised by 2015.

Fort Cambridge gets gold in international awards

Fort Cambridge has been recognised as one of the best developments and one of the most eco friendly projects in the world.

During the first Russian Home Overseas Property Awards, Fort Cambridge won gold in the Best Eco Project category and bronze in the Best Apartment Complex Categories.

Built on the Tigne peninsula of Sliema, the Fort Cambridge residential project comprises purpose built seafront apartments.

The award evaluates the relevance of foreign real estate projects, with the best of them receiving gold, silver and bronze awards.

The prize was first launched in November and by February more than 250 applications from 65 companies worldwide were submitted, with 380 projects participating in the awards.

€20 million Hal Saghtrija luxury development commences construction in Gozo

Construction work on the first 12 apartments at the €20 million luxury rural community Hal Saghtrija in Zebbug, Gozo, will be completed by the end of this month.

By seeking to blend modern living with traditional Gozitan life, Hal Saghtrija is one of a kind. Set on 13 tumoli of land of which two peripheral tumoli will be occupied by 75 apartments and duplex penthouses.

Hal Saghtrija's terraced grounds, complete with its own curious rock formations and numerous carob trees, will feature planted allotments, a stone oven for traditional Gozitan baking, a wartime shelter converted to a wine cellar, orchards, a lawned picnic and barbecue area, a horse paddock (complete with horse), traditional giren where residents will be able to keep pets, and a water feature.

All areas on the hillside will be separated by traditional, hand-built stone walls, and walkways will be illuminated by 70 candle-lit lamps which will be tended to by grounds staff. Tree houses are to be assembled on a 500-year-old olive tree sitting amid a children's play area.

Hal Saghtrija's extensive grounds will be manicured by a team of local farmers - the land has been barren for 33 years but 18 months of planting has already resulted in a transformation.

Residents will be asked to pay a nominal annual fee for the upkeep of the grounds, in return for which they will be able to enjoy the fruits of the allotments and press olives seasonally on site on the central pjazza where the community will be able to hold their own get-togethers. If they are up early enough, residents may walk down to the chicken coop and collect freshly laid eggs. In the evenings, they can challenge each other to a game of bowls on the purposely built pitch.

The elevated residences, served by underground garages, all face the panoramic views of the Gozitan countryside framed by extensive seaviews. Residents will be able to take in the magnificence of the area as they relax within the grounds, which will be dotted in some spots with all-weather benches and stone tables for casual suppers hewn from Qala rock. Ample shade will be provided by over 380 trees and vines.

Starting at 130 square metres, boast open play layouts and are to be flooded with natural light. The groundfloor apartments sit poolside: lined on one side with decking, the lagoon-style pool will boast three 'beaches', a water feature and jacuzzi. The water will be naturally filtered by a system designed by British and Belgian engineers. On the upper floors, apartments will have large terraces, while the duplex penthouses come with a private pool or jacuzzi.

Common areas will be served with lighting generated by photovoltaic panels.

Hal Saghtrija was recently launched in Malta, after being well received at the 'Place in the Sun' property event in London whilst some residences have been sold. Hal Saghtrija will be completed by the end of next year.

FinanceMalta has launched its annual Investment Guide and Business Directory. FinanceMalta is the public-private initiative set up to promote Malta's International Financial Centre.

Commercial and Residential Property

Despite the limited land area available, Malta offers a wide range of both commercial and residential property, in very distinct locations. Office space comes in maly forms: a firm can choose between purpose built office blocks, converted houses of flats or a location within some of the new, large mixed use areas currently under development.

Malta offers exceptionally good value in terms of its commercial real estate in comparison to similar urban areas in the EU. It also offers enviable locations with sea views and marinas as well as prestigious landmark office complexes within easy commuting of residential areas. Overall, rentals are around two-thirds to half of those charged for comparable commercial spaces on continental Europe.

Industrial rentals are exceptionally good value for money. Malta Enterprise, the government agency assisting incoming firms, can provide industrial property to prospective investors at highly competitive rates. Malta's average industrial property rate of €10/m2 compares favourably relative to the secondary rental markets in Italy, Austria, France, Luxembourg, Ireland and the UK. Malta has 10 industrial zones offering industrial property at these competitive rates.

Malta's residential property prices are competitive in comparison to those in urban areas in most of the rest of Europe. Housing prices and rentals are around half to two-thirds of the price od similar property categories on continetal Europe and even more competitive in relation to the UK market.

Malta has always had a thriving real estate market; now , purpose built developments are coming on stream which can be deemed 'lifestyle' complexes and ideal for investment. Developments in recent years include marina and costal complexes at the top-end of the market. There is a wide range of mid- to lower end apartments across the Islands as well as individual, unique properties such as farmhouses, palazoos and villas with swimming pools. Gozo's property tends to appeal to the holiday rental or second home market and is dominated by rustic-style farmhouses and modern apartments.

Tigne Point Shopping Mall set to open its doors by the end of March

Malta’s largest mall, the €60 million The Point, part of Sliema’s Tigné Point development, will open at the end of the month to introduce a new retail experience to Malta.

The Point’s 14,000 square metres of rentable space is to be occupied by 49 retail units, many of which are flagship stores of well-known global brands already established locally and a host of new names making their debut in Malta.

Among them is the 2,500-square metre Debenhams store, besides a collection of international fashion brands. At the lower level, Chains supermarket will take up 1,800 square metres with what promises to be a high quality, diversified proposition.

According to Ben Muscat, chief executive officer of Tigné Point developer Midi plc, most of the stores, which average over 200 square metres in size, will be fully operational on opening date. Meanwhile, the newest tenants are committed to come on stream as soon as possible and by Easter all units should be in business.

The interior of The Point has been designed by award-winning GMW Architects of London who have been entrusted with project such as the Midsummer Place Shopping Centre in Milton Keynes, the Hans Christian Andersen multi-arena park in Copenhagen, and Ankara’s Armada Shopping Centre. Design and co-ordination phases were completed overseas and the London team has been collaborating with architectural practice AOM Partnership, the lead consultants to the Midi project who were responsible for all other aspects of The Point including its strikingly impressive arched colonnade.

Mr Muscat pointed out that all tenants at the mall are Maltese. Entrepreneurs have endeavoured to invest millions of Euro in shop fits and new jobs, and The Point’s management has been encouraged by the take-up of retail units at comparably high rents. It was evidence, Mr Muscat believed, that Maltese business confidence is heartened despite the economic climate.

The Point’s plan and elevation has been designed to maximise visitor flow. The major footfall, Mr Muscat explained, will originate from Tigné Point’s Pjazza Tigné or through the retail centre’s core: The Point will be served by over 1,000 basement car parking spaces including a more than adequate allocation for car parking for persons with disability.

The entire development’s pedestrian areas are extensive. Mr Muscat said that at 2,500 square metres, Piazza Tigné is as large as Valletta’s Pjazza Regina, while the north public piazza occupies a further 1,000 square metres. A network of pedestrian passageways permeate the entire peninsula on which Tigné Point sits.

SmartCity tenants to start operating by September

SmartCity Malta is expecting its first tenants to start operating by the middle of September, according to CEO Fareed Abdul Rahman.

The first office block, covering 12,000 square metres, will be ready by the end of July and will be officially inaugurated on October 10, which coincides with the 10th anniversary of Dubai Internet City.

"We expect the first tenants to start operating by mid-September and the beginning of October," Mr Abdul Rahman said, insisting the company's marketing efforts were ongoing in several countries including Japan, Korea, Egypt and China.

Minister for Investment Dr Austin Gatt said the completion of the first office block by July would mean SmartCity would have delivered on its commitment one year and three months in advance.

Mr Abdul Rahman explained that, by October, the main road leading to the first office block would be ready, including landscaping on its sides. "In this way, office traffic would be kept separate from construction work traffic and, with levelling being done beforehand, the amount of dust and noise would be kept to a minimum," he said.

The second phase would see other office, retail and residential blocks going up around the central lagoon, where the hub of activity will be concentrated.

Mr Abdul Rahman said SmartCity worked well with the Malta Environment and Planning Authority.

HSBC Malta grants €250m in new mortgages in 2009

HSBC Bank Malta granted new mortgage approvals worth a total €250 million worth last year, Ray Briffa, head of branch banking and deputy head of personal financial services, told The Times Business.

"The property market in Malta has seen a decline in both activity and prices after reaching a level of unrealistic expectations," Mr Briffa said. "In spite of this, our mortgage book has continued to experience growth with over €250 million of new approvals in 2009 confirming overall resilience."

Following the success of the first Malta Property Expo last year which attracted 73 participants and over 6,000 visitors, HSBC has decided to reconfirm its support for the second edition which opens at the MFCC in Ta' Qali next Thursday. The event is organised by Duplex Real Estate Branding.

Mr Briffa believed the expo's high standards "can only fuel interest by local and overseas buyers in the retail property market". By bringing together all the industry's key players - from estate agents to developers - under one roof, the expo translates into an ideal showcase for prospective local and overseas buyers. For HSBC, the expo provides an opportunity as a customer service contact point.

Interest rates at unprecedented low levels can only be to customers' benefit, he added. HSBC, meanwhile, has also witnessed positive take-up of its fixed interest rate arrangements.
How did HSBC anticipate a potential crisis within the eurozone affecting interest from overseas buyers?

"Malta remains very attractive because the local banking system has proved to be very robust," Mr Briffa emphasised. "Malta is - and will remain - very attractive for overseas buyers for a variety of reasons, including the quality and pace of life, climate and investment opportunities."

HSBC has just named Edward Cassar senior manager, home loans and business development. Described as "highly versed in the property market", with a successful track record in retail banking, Mr Cassar has been detailed to champion the mortgage service by acting as internal and external point of reference. He is also to co-ordinate the mortgage service quality in the branch network and work closely with industry players.

Major residential development for Marsalforn unveiled

Trends Development have announced a major residential development which is set to dominate Marsalforn Bay in Gozo.

The company said details would be announced at the HSBC Malta Property EXPO 2010, but the development, to be called Vista Point, will consist of 150 apartments of one, two and three bedrooms with sea and country views. Part of the development will consist of a tower rising 12 storeys above street level, the highest in Gozo. There will also be three storeys of underground parking.

The €22m development, in the heart of Marsalforn, will feature North side apartments enjoying wide sea views whilst the south side apartments overlook Marsalforn’s countryside. Construction work has already started.

All apartments will share public areas including a promenade and landscaped gardens,supermarket, gym, spa and coffee shops.

The ground floor will include a reception area and lobby welcoming guests 24 hours a day. “We are aiming to achieve a very high level of lifestyle quality for owners of these prestigious properties.”, said Manuel Alexander Farrugia, one of the company’s directors.

The first phase of the development will be completed in November. The second phase will be started in the middle of this year.

Malta and the State of Jersey sign an agreement for the avoidance of double taxation

On 25 January 2010, the Government of Malta and the Government of the States of Jersey, signed an Agreement for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.

The High Commissioner of Malta in the UK, Mr Joseph Zammit Tabona signed on behalf of the Government of Malta and the Chief Minister of the States of Jersey, Senator Terry Le Sueur signed on behalf of the Government of the States of Jersey. The signing ceremony took place at the Malta High Commission, London.

High Commissioner Zammit Tabona said this Agreement is instrumental for trade relations to be strengthened further. He added that the exchange of trade delegations could be organised to enhance trade relations between Malta and the States of Jersey.

Chief Minister Le Sueur expressed his delight to sign such an important bilateral agreement and together with High Commissioner Zammit Tabona pledged their support with the implementation of this Agreement for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.

Deputy Prime Minister and Minister of Foreign Affairs Dr Tonio Borg remarked that this being the 16th Double Taxation Agreement signed during the past 22 months is a concrete example of the efforts being undertaken by the Government to attract foreign direct investment and to boost further investment by the Maltese business community.

Real estate employment sees 57% boost

The number of people employed in real estate saw a dramatic increase of 57 per cent in the 5 years between 2003 and 2008, reaching 16,985.

During these years, there was a boom in construction, with the number of applications to the Malta Environment and Planning Authority virtually trebling from normal levels, with prices rising by double digits.

This had a pronounced impact on the gross value added in the sector which rose from €555 million in 2003 to €857 million in 2008, according to information given in Parliament by Finance Minister Tonio Fenech.

Since then, the oversupply has resulted in a drop of applications as developers find it harder to sell their properties with the result that prices have started to fall.

House prices in UK up 4.1 per cent

Rising buyer interest and low levels of supply pushed property asking prices in England and Wales up an annual 4.1 per cent this month.

On a non-seasonally adjusted month-on-month basis, prices rose 0.4 per cent, reversing part of December's 2.2 per cent decline.

"The rise in asking prices is an early indicator that new sellers in 2010 have the confidence to try for a higher price," said Miles Shipside, Rightmove's commercial director.

He said the factors that contributed to the market's recovery last year looked to strengthen in the short term, despite an election less than five months away. But higher interest rates and government spending cutbacks later in the year could sap the market's upward momentum.

In London, which has led the country's house price recovery, property asking prices rose 2.3 per cent on the month and 5.5 per cent on the year.

SmartCity Malta submits Four Building Applications to MEPA

SmartCity Malta has submitted the planning applications for Office Buildings SCM02 and SCM03 and for Retail Spaces SCM04 and SCM05 to MEPA. These buildings kick off the next stage of development on site. Adjacent to SCM01, the offices and retail spaces are located around the main focal point of SmartCity Malta, the lagoon area.

Prior to this, SmartCity Malta had submitted the planning application for the Power Distribution Center. Set to be built as part of Phase One also, the center will supply sufficient electrical power needed for the SmartCity Malta community.

Phase One will consist of office space, residential units, retail outlets set around the scenic lagoon surrounded with lush landscaping and terraces.

SCM01 is progressing as planned and will be welcoming its business partners in the third quarter of 2010. SmartCity Malta will create a balanced life and work environment for knowledge workers.

Design works involved in the completion of Phase One are ongoing. The entire Phase One will consist of office space, residential units, retail outlets set around the scenic lagoon surrounded with lush landscaping and terraces.
